On April 18, 2025, the People’s Republic of China (China’s) State Administration for Market Regulation (SAMR) released the Announcement for Deployment of Inspection and Rectification Actions for Edible Vegetable Oils.
On March 4, 2025, the General Administration of Customs of China (GACC) announced it was suspending soybean imports from three U.S. based entities. GACC stated that these suspensions were in response to recent, alleged detections of ergot and seed coating agents in U.S. soybean shipments.

China: Revised Oilseed Seed Standards Published

On October 28, 2024, the State Administration for Market Regulation (SAMR) published a revised “National Standard for Seeds of Economic Crops – Part 2: Oil Species,” which will come into effect on October 1, 2025.
On October 8, 2024, the Ministry of Agriculture and Rural Affairs (MARA) announced the registration of 30 genetically engineered (GE) corn and soy varieties, including 27 GE corn varieties and three GE soybean varieties.

China: Revised Draft Oil Seed Standard Notified

On February 12, 2024, the People’s Republic of China (PRC) notified the National Standard for Seed of Economic Crops – Part 2: Oil Species (Draft) to the World Trade Organization (WTO).

On December 26, 2023, the Ministry of Agriculture and Rural Affairs (MARA) announced the issuance of 85 seed production and operation licenses, including 26 genetically engineered (GE) corn and soybean seed production and operation licenses.
Pursuant to General Administration of Customs of the People’s Republic of China (GACC) Decree 177 of 2016, all overseas production, processing and storage enterprises are required to register with GACC prior to exporting “grains” including soybeans, corn, wheat, barley, sorghum, and oats – including edible grains.
Pursuant to General Administration of Customs of the People’s Republic of China (GACC) Department of Animal and Plant Quarantine (DAPQ) requirements, exporters of “minor oilseeds” and/or “select oil crops” are required to register exporting facilities prior to product shipment.

China: Updated Soybean Standard To Take Effect December 2023

The People’s Republic of China (PRC), State Administration for Market Regulation (SAMR) and Standardization Administration have published the final version of National Standard for Soybeans (GB1352-2023), which will take effect on December 1, 2023.
The State Administration for Market Regulation issued the General Quality Standard for Nut and Seed Food, which will come into force on August 1, 2023.
On March 2, 2022, the Supreme People's Court of China issued "Guiding Opinions on Further Strengthening the Criminal Trial Work Involving Seeds" (hereinafter referred to as the "Opinions"). The Opinions clarify the general requirements for strengthening seed-related criminal trials, the application of law to seed-related crimes, and improvement of relevant enforcement mechanisms.
