The Dominican Republic (DR) achieved a record year for rice production in calendar year 2021 (CY 2021) of 654,156 metric tons (MT) and CY 2022 is showing similar results with estimated production of 658,000 MT. The COVID-19 pandemic did not have a significant impact on production and consumption of rice; meanwhile, local retail prices have slightly risen. As of July 2022, the milled rice tariff rate quota (TRQ) has reached a 72 percent usage rate and is on track to exceed 100 percent.

Argentina: Grain and Feed Update

Wheat exports for marketing year (MY) 2022-2023 are forecast at 12.35 million tons, l.15 million tons lower than USDA’s official number as a result of lower production. The wheat and barley crops are suffering very dry weather. Barley exports in MY 2022-2023 are forecast at 3.7 million tons, the same as in MY 2021-2022.
On July 6, the Government of Costa Rica published a draft executive decree that would dramatically reduce tariffs on imported milled and rough rice. The vast majority of U.S. rice exported to Costa Rica in 2021 (valued at $25 million) entered under a duty free quota for rough rice established by the Dominican Republic-Central America Free Trade Agreement.

Post increased its corn production forecast for Marketing Year (MY) 2022/23 to 120 million metric tons (MMT) based on strong demand, increased prices in the domestic and international markets, and diminishing uncertainty over the availability of fertilizers. For MY 2021/22, Brazil’s corn planted area is set to reach new records.

Wheat exports in marketing year (MY) 2022/2023 are forecast down at 12.6 million metric tons (MMT), as result of a smaller acreage and lower productivity. Meanwhile, barley exports are projected up at 3.7 MMT, which would be the largest on record.

Guatemala continues to be a net importer of both yellow corn and rice. Corn area and production in MY2022/2023 are forecast to shrink one percent as some commercial farmers have decided not to plant corn given record high increases of more than 100 percent in fertilizer costs (mainly urea) and a nearly 90 percent increase in oil prices.
