Russia: Draft Amendments to Veterinary Requirements

On November 6, 2018, the Eurasian Economic Commission (EEC), which is the regulatory body of the Armenia-Belarus-Kazakhstan-Kyrgyzstan-Russia Eurasian Economic Union (EAEU), published draft amendments to the Unified EAEU Veterinary Requirements on its website for public comments. According to the proposed amendment, a veterinary certificate, an import permit and inclusion in the list of approved establishments would be required to import lysine into the EAEU. The EAEU public comment period for the draft will close on January 5, 2019. Interested U.S. parties are encouraged to share their comments and/or concerns with USDA’s enquiry point (us.spsenquirypoint@fas.usda.gov). As of the date of publication of this report, FAS/Moscow does not believe this measure has been notified to the World Trade Organization.
