Panama: Panama Restricts Rice Imports

On July 31, President Mulino signed Executive Decree 14, which declares rice as a national security crop and shields Panama's rice producers from international competition. The decree effectively closes Panama's market to imported rice between June 1 and December 31, and establishes an import licensing system to control imports during the rest of the year. Specialty categories exempted from the decree include jasmine, basmati, and parboiled rice.
